Traditional real estate forum in the organization of the Croatian Chamber of Commerce in Zagreb gathered over 400 representatives of real estate agencies.

The real estate market in part of Croatia is a bit thriving due to increased demand and investments compared to the last couple of years, but in some parts of the country it's almost dormant and it's difficult to expect improvement, assessment of HGK real estate business association head Dubravka Ranilović said at the 28th real estate business forum. Traditional real estate forum in the organization of Croatian Chamber of Commerce in Zagreb gathered over 400 representatives of real estate agencies. "More lively than before, we see the real estate market by the coast, which is largely driven by tourism, but in parts of the country such as Slavonia, Lika, and even the vicinity of Zagreb, almost nothing is happening - neither selling nor buying, nor building, and that's definitely a sad situation for those agencies", Ranilović said, adding that the rise in demand and a more lively market did not follow a significant rise in real estate prices. Ranilović emphasizes that the market is marked by significant differences in prices in Zagreb, the coast, and mainland parts. Therefore, according to him, it should not be created an incorrect impression that everything is "bad and gorgeous" because in most of the country it is not. Also, he thinks that property prices should not be averaged as that would not give an accurate picture of the situation. "Prices have been falling in some parts of the country for years, and they're now a bit paused, increased in some places, and in some cases, they're still falling, and the number of transactions is decreasing, especially where there are no significant economic activities", Ranilović said. He pointed out that in Croatia there's not been an excess of unsold flats for a long time, especially of quality ones, as it was before ten years ago in the midst of a strong crisis, due to the rise in investments and construction for target customers, in other words, according to market demand. He said that the well-known problem of mismatched land registries and cadastral maps is not a significant problem in practice when something is being bought and sold but that it remains a significant problem in larger transactions and investments as that slows down processes. Skripi with land recordsState Secretary in the Ministry of Construction and Physical Planning Željko Uhlir, at the conference, assessed the situation with land records as devastating, with only 173 of 3,500 cadastral municipalities in Croatia being brought in line, which is about 3%. "No one or very rarely talks about it, but now we're changing the entire system", Uhlir said. He informed that a working group has been established where the Ministry of Justice also participates, in a procedures is also changing the law on the cadastre and change of land records. In 99 cadastral municipalities, a new cadastral survey has been implemented, which is not being implemented in land records, and every unimplemented day means the loss of value where hurt are municipalities, cities, and states, he warned. He announced other plans of the Ministry which, he hopes, will contribute to a better real estate market, which are based on a housing development strategy. "We are working on changing a number of laws that should be adopted next year, while the law on POS is already in procedure, and we are incorporating the possibility of building houses for civil servants from the state budget, so in some areas and cities where dentists, doctors, teachers, professors, and other professions are lacking, one will be able to offer apartments so they can be more easily attracted", Uhlir announced. HGK Vice-president Josip Zaher wished all agents good luck in their business, believing that they will get more work as the number of issued building permits this year has increased by 25%, the value of work increased by about 18%, and the number of housing units issued with building permits increased by 28% compared to the same period last year.
